I am wondering if it would be possible to change the top and bottom panels in gnome to black but leave the panels in apps, like the ones which all my Firefox buttons and file, edit and view etc menus rest upon shown below, grey as they are now?

Have you tried playing with the panel properties?

Right click a panel and select properties, choose the Background tab, put a check against solid colour and choose your colour.

On your say so, thanks yes I have:

It doesn't look right with black text on a dark background, ideally I'd want it to look just like the Mozilla Firefox title bar or whatever it's called.

The bold white text, and the background that is not just one colour, I'm not sure what exactly it is because it's from a theme but it appears to be lighter at the top which makes it look almost curved or rounded.

Use gnome-color-chooser
sudo apt-get install gnome-color-chooser
to change your foreground color in the panel.

Also It's better to attach pictures to your post.(paper clip icon)
