Unable to rearrange windows in panel

I just upgraded from Karmic to Lucid and have lost the ability to rearrange what order my windows are in on the lower panel. I can click and drag the window but instead of it moving to where I want on the panel as soon as I let go it snaps back to it's original spot.

I apologize I don't know much about the panels or where to find log information on what might be causing this.
