Very political, but I'll address the paper - which looks both legitimate due to the professor's name (who exists) and illegitimate because of a bibliography that includes wikipedia links. I did a google search and the paper you linked to is the only available information regarding the matter, plus a few blogs. Surely, other scientists should be reviewing this and giving feedback?
