Blocked .debs on school server

Hey guys,
My school just started using watchguard as their http proxy.
I don't mind about reaching the internet sites, i can live without it, though the one department where i have no idea where to start is with downloading debs through the terminal, ubuntu software centre, and update manager.
The error that it comes up with, (if any at all), is, with using an example of trying to download emacs through terminal.

.......I do have my WIFI here at school. While it might pose problems if I am not here, you are free to use it when I am.
