After upgrading to 10.04 my trusty old CRT developed a nasty habit of flickering and tearing any image that was refreshed at a high rate (i.e. video). I tried several of the solutions posted by others.
The solution I found was by lowering the refresh rate under System->Preferences->Monitors
I'm not sure why going from a refresh of 75 to 70 or 60Hz solved the problem but it did. This is a bit weird seeing as how 9.10 worked fine (at what I'm assuming was 75 Hz).
Here is my setup for those curious:
ATI 9550 (rv350)
Hitachi SuperScan Elite 751
