But if you limit the choice to those two, well, I'm not familiar with Shotwell so I can't really tell..
Photoshop by now has always had everything I needed (and I'm talking about CS2 which is pretty old, so from there on it can only have got better since, apart from CS3 that I tried on my ex's laptop and I never clicked with).

By the way, they seem to perform different tasks to me.. Shotwell is more of an organizer, while Photoshop, well, is Photoshop :P

It's in the repo's too. Although I would not use it at all. I can't stand this "import" stuff. My photo's are already organised in folder by date/event.

They're simply not comparable, because they have different aims.
Photoshop (and Gimp) are editing programs.
Shotwell (and F-spot) are photo organising programs (with some basic editing features))

So it depends what you want.
