Is there a way to make firefox, chrome, or any other browser or program your desktop background?

Yes. Chrome OS does it. Beats me how to do it.

Chrome would be great because it runs a little faster than firefox. Anyone have any ideas?

Perhaps xwinwrap (http://tech.shantanugoel.com/projects/linux/shantz-xwinwrap), but I don't think you would be able to interact with it.

You could also use compiz to set Firefox without borders and place it below other windows. You should be able to find some tutorials for terminals, which are basically the same method. Try searching for Compiz terminal desktop (http://www.google.com/search?q=Compiz+terminal+desktop+site%3Aubuntuforu ms.org).
