ubuntu netbook remix

hi all

my friend wants to move from windows to ubuntu netbook , but only thing thats stopping her is a little windows program which charges through usb even when the laptop is powered off , is there any way i can get something like this or configure an option in ubuntu

Sorry to be the bearer of bad news but I don't think anything on Ubuntu can do that.

Although, what program does that on Windows? I am very surprised that something like that would even work with the computer turned off.
