I have searched around without success for any information about the possibility of official Ubuntu re-spins. I would be grateful if someone can direct me if they exist, or tell me why they don't and hopefully when they will (exist, that is).

My understanding is that a re-spin is a fresh iso that includes the particular release, together with all the latest upgrades.

It would seem particularly appropriate for LTSs, since over the years of its validity, an LTS eg 10.04 will probably eventually gather more upgrade MBs than the original CD!

ALSO, re-spins would seem particularly appropriate at present, as we wait in great hope of a Really Good (and completely official and upstream) Fix to the dreaded 10.04 855GM Intel GPU problem. Instead of requiring (especially newbies) to do a complex install, followed by an upgrade to make the install actually work, we could then use a re-spin in the standard manner.

Forgive me if I have simply failed to spot where respins can be downloaded!

You can download 10.04.1 from ubuntu.com when it becomes available.
