I am planning to buy a laptop with Intel i5 processor.
As Windows 7 will be there , can I make a dual boot with Ubuntu.
I main concern is that I should be able to use Ubuntu with this machine

This thread has no mention about Dual boot. Is the process same as Win XP dual boot.
What i did for Win XP was:
Partition for Win XP NTFS
Partition for backup drive FAT32
left the rest for UBUNTU.

Is this the same procedure for Win 7

Yes, except in win7 you can use it's own disk management tools to shrink the partition if you aren't installing from scratch.
And I would use ntfs for the backup drive as fat32 only supports files up to 4gb in size.
