I am trying to find a street atlas program. No GPS, just a program to put maps on my laptop. I have heard that Microsoft's street atlas runs with wine, but I don't have that program and do not wish to give any money to Uncle Bill. Does anyone know of such a program?

A quick Google search tells me there is something called "Delorme Street Atlas".
Don't know if that's what you are looking for, but I'm positive you've found it yourself too...

I did find that one. However, it is $39.95. In keeping with the spirit of Ubuntu, I would like to find a free one. :-)

An open source map application may exist.... But it is very unlikely that any offline map will be free (as in beer).

Maps are very expensive to create and maintain, and I'm not sure you would want to trust a wikipedia-like creation!

I did find an app that stored and recreated google map PDF sections off line, but it was pretty cumbersome to use, and I can't remember what it was.

Open Street Map?
The maps are "open source" and you can contribute. I added my village on the map. Literally :D
http://www.openstreetmap.org/
There are many applications using this map. you can also make offline cache of the map or download it all (if you have some really large HDD's:D) to your pc.
Search about this project, I think it really has potential to be the best online map. (In Germany it's better than Google maps in many places)

P.S: now that I saw marble from the post above, I think they use openstreetmap :D
