DHCP3-Server Help

Im trying to setup DHCP3-SERVER to respond to dhcp relay requests. I have this running on a similar setup on a debain box that is proly 9 years old and im trying to move over. I did not do the intial setup. I have my .conf file setup but it wont let me start dhcp3-server cause i dont have a dhcp pool setup for the local ip of the server. I shouldnt need that right?

I haven't used DHCP# for awhile, but I stumbled across a list of files for Lucid:
