Do you have an Nvidia graphic card?

I would suggest resetting GNOME to its defaults/

open terminal in accessories

then type

rm -rf .gnome

You might like to try Kubuntu

Has your issue been resolved? There is a known bug concerning GNOME panels + NVIDIA.

Which is why I suggest using Kubuntu. If you like nice customization, new features every update, then Kubuntu is for you.
