anybody use it? looks good, but don't want to mess up my system if it's buggy.

I've used it a few times, haven't noticed any bugs.

Nope. I don't seem to have anything to do or any preferences that would be made easier with Ubuntu Tweak. Since they've been tweaking Ubuntu a lot lately to be easier on noobs and people who commonly do 'certain things' after installing, I've just not found a prominent need that it could fill.

But I've certainly heard a lot of good things, and if you do need to modify some very specific things, then I would encourage you to take a look.

Yes.. and the feature I use most is the update capability for the repositories. Adding repositories for those tweaking programs. I use little else available in the program.
