I know this may seem an odd question, but I would like to setup a company employing people to build budget motherboards, where would one start in this line?

well you could get some ideas of the types of mother/circuit boards used in different devices:

usually intel, amd, arm, nvidia, VIA, etc have white papers for you to get started

there may also be DIY kits available, etc

The way most companies do it is to setup a design and engineering office, then contract out the actual manufacturing to one of the Chinese plants already setup to do the work.

Find out who does the bulk of manufacturing for most of the chipsets. I'm pretty sure most motherboards with onboard sound use a RealTek AC97 chipset and most video is either Nvidia or Viae. Then look at memory modules, bridges and whatever else is on the board. Get a cost estimate of all the components, a map for laying them out and have it manufactured.

After spending some time looking into this, I think it may be a better idea to bulk buy motherboards. I've been told the more purchased, the cheaper they are.

Something I would like to get involved with though is software development for Linux/Ubuntu, I have a few ideas :).
