New releases are always buggy for some people. There is no downgrade option. If you don't want to have to fix any problems it's probably best to play it safe and wait a while. If you want to risk it or are willing to fix any problems that arise, go ahead.

I said no, because if you have to ask the answer is no.
That possibly means you havn't:
- done backups
- tested the livecd/liveusb

Depends on if it's right for you. If you want rock solid stability then no. If you don't like 6 month release cycles then no. If you are a ramaphobe, or don't want a full featured OS then no. If you are willing to except that Ubuntu releases can have some problems when they are first released, and Ubuntu's goals are in line with your own, then sure.
