I just installed 10.04, and now it seems that every time I boot into windows 7 from grub, the computer restarts mid-startup, and I have to select windows startup repair, which subsequently also restarts, but after this process I can finally log into windows.

I'm thinking this is either an issue with grub, or something got screwed up during partitioning, although the latter seems unlikely to me since windows starts up without issue after i run startup repair, but once I restart and try booting again, I have to go through the same process all over again.

Hoping someone has an answer to this problem.

Well, this isn't exactly a solution but it is doing the same thing for me with Windows Vista. I loaded it in safe mode and it loaded fine. While in safe mode, I did nothing that affected the system (couldn't find a solution) but loaded again normally and it worked fine. I'm not sure what could have caused that. I doubt you will get the same results, but you should at least be able to load in safe mode and try a few things.

so after you did that, it doesn't occur anymore?
