why isn't usb-creator.exe included in the 10.04 ISO?

Have another look. It's there, in the netbook remix iso, as it was in the Karmic netbook remix ISO. But it's not in the standard desktop iso. Nor was it in the Jaunty or Karmic desktop ISOs, so I don't know what you mean by "no longer included".
