So i have a computer running ubuntu, but i need to use this computer to install another OS to a hard drive connected via USB that will be installed on a laptop.

How do i do this with an ISO file?

depending to some extend on which OS it should be. If something from the MS house, then well you need lot of study first to do it, it is simply not possible just out of the box this way.
If it is some linux, well might work, but bear in mind, that what ever hardware is configured during the installation, this is then not valid for the machine you in fact insert the drive in later.
