Recently upgraded to 9.10 and everything went fine. Then when the white ubuntu logo appeared during reboot this message appeared:
Gave up waiting for root device. Common problems:
- Boot args (cat/proc/cmdline)
-Check rootdelay = (did the system wait long enough?)
-Check root = (did the system wait for the right device?)
- Missing modules (cat/proc/modules: Is/dev)a84e821-adcb...
ALERT! /dev/disk/by-uuid/9a84e821-adcb...does not exist
dropping to a shell! ... Enter 'help' for a list of built-in commands
(initramfs)_

How do I access and change the rootdelay? If that will fix the problem.
