If I have an LTS release (example: 10.04), what do the point upgrades include? Will they upgrade all the software to the latest versions?

Good question. No the point upgrades will not upgrade your software
to the latest versions.
afaik it keeps the LTS versions up-to-date with kernel/core related updates, so the system stays upgradable.
