I am new to tis os but I do have 9.10 setup the way I like, in the future when 10.04 comes out could I upgrade it from 9.10 without have to reinstall all my apps and settings? Or does an upgrade wipe out all my stuff so I have to re set it upagian ?

Once 10.04 gets released, you get an extra button in update manager (for the upgrade from 9.10 to 10.04). Backup your stuff, make sure 9.10 is fully updated (and rebooted) and just "push the button".
Allot of people do a fresh install, I only do that when I absolutely have to (which never happens)... Linux doesn't really get slower over time.

Here's a screen shot of an older example, you will clearly notice the button I am talking about:

In this screen shot you can clearly see this user needs to first update his current installation, reboot and then "push that button"...

yes that's possible, you can upgrade without losing any data , as any upgrade only updates the latest softwares and applications without affecting your data
