can ubuntu be loaded to a different drive & allow me to run vista 32 or ubuntu as I chose?

Yes. Use the search bar up top. It has been discussed a lot on here and Ubuntu will automatically set up the bootloader for you if you install it after Windows.

It is called dual-boot. Search for some HowTo, in short, if you first install Vista and then Ubuntu (on a different partition/drive), then on startup you will be asked to go into Linux or Vista.
