USB startup

I am using the built-in app to create a startup-disk of Ubuntu 9. I downloaded ubuntu straight from the website. I am using the iso file directly (not a disc) and using a brand new thumbdrive. When I start the process, it just sits there at 0%. I've waited 10 minutes at least. It just says "Starting up" with a title bar of "Installing" and a cancel button and an empty progress bar that just sits there.

I am also trying from a disc with 8.10 on it.
I am also trying a different USB stick.

It's still just sitting there. Please help.
