I'm not sure how you mean by stub system, but here are a few vendors that still offer cataloges:

And it seems like i've seen catalogs from MacMall, LaptopWorks, and DiscountElectronics but I didn't see links on their websites.

I do miss the days of Computer Shopper, Byte Magazine, and similar where you could shop for all sorts of computers and see reviews based on model where all computers of the same model had the exact same specs. Thanks in part to Michael Dell we can cherry pick what we want in a computer and anymore the model number is pretty irrelevant except for laptops really.

I'm not sure how you mean by stub system

I mean, where I can send a stub located within the catalog, through the mail with payment and what I want to order on the stub... like an order form by mail.
