Lokking for new ISP

I get very bad internet speeds here, so I was wondering. Does anyone know any satellite/WIFI internet providers?
I am looking for a speed of 3megabytes/bits and a price range of $25- $35 with no contracts.
BTW my cousin in Toronto is looking for a satellite/WIFI ISP as well.
