I am currently running Ubuntu 10.04 LTS in a Gnome environment(2.29.92).
There is a 1-pixel border around the desktop; the color depending on the current theme.

I only have the standard panels on the top and bottom.

How do I get rid of the border around the screen?

There's nothing you can do for now. That's a bug in Nautilus (the file manager, also responsible of drawing your desktop) and will hopefully be fixed before 10.04 is released.
