I came across a little something that might be useful for developing a more modern simcity like game. Called CityEngine. http://www.procedural.com/cityengine/features.html - Though I would imagine it will have other uses as well. (FTS, Adventure, etc)
They have a free 30 Day trial thing and Linux (x86 Only it seems) is supported. Just thought I'd bring this to people's attention. Downside I suppose is its not Opensource (i don't think so anyway).
