Why not incorporate docks into themes?

I'm sure there's a practical explanation to it, but nonetheless it could be awesome if theme-selections also decided whether er not to use taskbars or docks, and where to place them. Right now themes are simply saying "hey you have taskbar, I'll change its colors", could be cool if it said "you picked this theme? Ok, I'll change the colors, remove the taskbars and load up AWN/Cairo/whatever, put it here, and so on".

It would be possible to add an option for the other programs to obey GTK theme colors, though it would need to be developed for each program unless they followed a similar framework.

it this was the case i would be better to have the option so you can use your own colours and icons
