strange position of upper right buttons(Max./Min./Close)

Hi All,

This issue is annoying me for a while...

when I open any window, it shows like

and when I move my mouse on the close button, the buttons shift!

does anyone knows how to solve this issue?

Might be a problem with the theme, try a different one and see if you get the same problem.
