How to test TC

I'm venturing into the insanely complicated world of tc (traffic control) and iptables.

Can anyone recommend a method of testing tc's effectiveness. Perhaps something that can continuously send and receive a bunch of data on certain ports and measure the speed/latency?

I've been using public broadband speed tests like speakeasy but it doesn't give specific info like ports.
