How to install application downloaded form Internet having file Extension .TAR.BZ2 in ubuntu 9.10
please help....

That's compressed archive. First extract it by right-click, Open with Archive Manager, there will be button Extract.
It will probably extract in separate folder containing all needed files. There is usually a readme file which has installation instructions for that specific app.

Then what? No useful information in the readme.txt file, then what? Does anyone know?
