Need help to decide, release as an OS or release as a Package?

Hi, I need help to decide on this please, I've got a few design ideas, and wondered, should I build them into an OS or release it as a Package, I'm not sure if I do it as a package it might get "lost in the croud" of packages.

That depends entirely on what your "design ideas" are.

And what do you mean by that? A graphical toolkit? A GTK theme? A Qt style? Metacity window decoration?

Either way, a package would be the way to go. Even if you were to create a derivative OS with those additions you are talking about, you would still have to package it.
