Open a blank file named "my-project.c" (or whatever) and, err, start programming.

I'm not really sure what you're asking here.

Or look at popular project hosting sites in search of projects needing for developers :)

If you've got the time then a non-linear video editor would be nice, or a DVD ripper that works all the time.

Think to yourself "I wish Linux had _____." or "I wish project _____ had feature _____".

Then work on bringing that wish to reality :).

Seems most of these suggestions aren't really for a beginner as I understand you are, there are a few good guides out there it mostly depends on what you want to do with it later, how much actuall experience do you have?
If you are just starting out, I suggest you go to youtube search for stanford programming methodology and start from the top, it's a good and fun course which covers a fair amount of programming.
