First you have to install Wine (can be done with Synaptic), then you can download and install the uTorrent.exe

You can install utorrent with the help of wine.
wine is a software which helps to install .exe files on Linux

So, you got some tips on how to run utorrent. Why not give a native linux application a run first? Deluge looks a lot like utorrent, if that's what you're used to. I think you'll find that most stuff works pretty well on wine - but not 100% perfectly. Good linux torrent clients that I've tried:

Deluge
Transmission
Ktorrent (this one might require a bigger download than you want to mess with, unless you are on Kubuntu)
