Is there a way to remove a startup program or video driver on a windows partition using the LiveCD? Do I have to do some registry editing to make it work?

I'm fixing a computer for my cousin, and it has XP MCE 2005 on it. the thing boots past bios, and loads the windows logo screen with the bar under it, then the screen goes blank, both in boot normally and in safe mode (I'm assuming either a program at startup is faulty or the video drivers are faulty because the LiveCD boots and runs fine). I can't just install a video card because the PCIE slot is dead (She knows this, but she wants to use it as long as she can).

What options do I have other than backing all her files off (which I am doing now) and trying to re-install windows for her?
