No..
You're on a Linux forum so maybe you should explain?

He's refering to the Windows Vista/7 feature called "AeroPeak". When a window is hovered over in the taskbar, a small thumbnail is displayed. If multiple windows of the same time exist, and are collapsed, it displays all collapsed instance's thumbnails side by side. Clicking on the thumbnail restores the windows and/or bring it into focus. It essentially makes it easier to differentiate between multiple instances of the same application in Windows 7's "Superbar".

I, too, am interested in the answer to this, even though it's unlikely that I'll ever use it.

YES YOU CAN!!! It is a new feature of KDE 4.4. According to this youtube video:

This feature is going to be included in KDE 4.4, which will be implemented in Kubuntu 10.04. I have not tried this feature but KDE 4.4 also has the snap it feature. I have tried this and it works great.

You may already know this, but you can definitely get the preview part using compiz. Where you put the mouse over the program in the taskbar and it previews the window in a small window similar to win7. But I don't know if you can actually click on the preview, but the mouse is already at the task bar/panel, you can just click there.
