I don't know if this is a bug or if I goofed somewhere, but I'll just tell the story and ppl who run into this can google it up.

Yesterday I inadvertently dragged the top panel to the bottom. Then it wouldn't go back. I'd right-click to get "Properties" on it, but if I changed orientation to "top" the dropdown list would just blink itself back to "Bottom". So I'd expand, use the little hand in an empty area to move it to the top, and all would be well...

*Until I logged out/restarted GNOME, at which time the panel would be back at the bottom.

Fix/workaround (weird but true):
Instead of expanding, I un-checked "Show hide buttons". So I got the two columns of tiny dots where the hide buttons had been. I used the little hand on one of these to drag the panel to the top and now it correctly saves the new orientation.
