I got the CD to work but an icon stating "A volume with software packages has been detected" poped up. I then have 2 choices cancel or start package manager. What do i choose?

Synaptic Package Manager is Ubuntu's way of maintaining a software list of about 30,000 apps/programs that are Ubuntu approve. However I have not ever seen this message appear on mine, what exactly did you install.

it seems the ubuntu live cd is in your cd rom drive. so its asking you whether you want to install software from it

I've just had the same thing happen to me.
When installing 10.4, in the middle of copying files, that dialogue box popped up.
There are bug reports filed for when this happens during a Live session; I'm guessing this is a bug too.
