Ubuntu 9.10 Gnome help!

I setup Ubuntu 5 hours ago.Somebody said "when you setup Ubuntu you setup Gnome.Gnome is in Ubuntu CD" I setup Ubuntu but where I can set Gnome's settings?

I have one more question

I can run my Ubuntu smooth but approximately 30 minutes later I can use my mouse.Why do my mouse such?

Help me please and my English isnt't very well sory :)

Gconf-editor is what you might be looking for. Open a terminal window and type gconf-editor. You can play with various settings in there.
