are you running update as root?
can you access /var/lib/dpkg/lock to make sure it is there?

sorry I don't have a answer I'm new to this but these are somethings I would look at.

First make sure Update Manager, Synaptic, and/or Software Center are all closed.
Go to your main menu "Applications>Accessories>Terminal" and enter these commands:

sudo apt-get update
sudo apt-get upgrade
One line at a time please. Press enter for each command and enter your password when prompted. The password will not be displayed - that is normal.
If that doesn't work go to "Software Sources" in "Applications>System>Administration>Software Sources" and click the dropdown menu next to "Download from" and select "Main Server" or "Other" and in that dialog select an appropriate server for your location. You can also use the "Select best Server" option to check automatically. Close that out and run the above commands again.

I tried the sudo apt-get update and upgrade its still displaying forbidden 403 errors.

I tried changing the software source to the Main server and others still get the same forbidden 403 errors.

I do apologize if I did not make myself clear I did try with many different servers but they all come back with some sort of forbidden 403.

You are getting through to the server but the connection is refused.Well, kind of. The connection isn't refused, but access to the requested resource on the server is. If the connection was refused entirely, the server couldn't return a 403 error.

Those W: Failed to fetch ...... 403 forbidden, I could download these manually by typing the URL directly in a browser but keep getting the fetch error with update manager.

I managed to get it sorted. Changed the http to ftp in the /etc/apt/source.list

Actually what really happen that screwed it all up in the first place was me using a proxy server on my google chrome browser and I accidentally click on set "system wide" this crewed up the http setting for Ubuntu update manager. I reset everything back to normal in google chrome browser and everything is back to normal.
