Hi,
I have just wiped my whole hard drive to install a fresh copy of Ubuntu on it, and now as soon as i power it up it passes the POST screen and black screen shows up with a flashing cursor. I bliv it should say no operating system and pick the USB which has Ubuntu installation on it.
I have formated the hard drive to NTFS, the system is Samsung NC10.

Do i have to format the HD to that or delete that partition from the HD (HD is clean by the way)?

You i don't think the issue is the HD, something has gone wrong, from my experience if the HD is blank rather then flashing cursor it should say no operating system...

From the Live CD at the menu screen hit F4 & select safe graphics mode. For more info see: https://help.ubuntu.com/community/BootOptions
Or use the alternate text based installer (http://www.ubuntu.com/getubuntu/downloadmirrors#alternate) as tachuela suggested.
