Is there a utility (preferably free) that can resize an NTFS partition on-the-fly in Windows XP?
Vista and Seven can do this via the Disk Management utility, but XP cannot.

Why? If it's a server, and you really need to do it, then I think your users would understand a reasonable ten minute downtime.

It seems that the latest version of gparted does not work with NTFS.
In the case of the NTFS file system, The error message seen after the partition is resized is:
ERROR: Current NTFS volume size is bigger than the device size!

That's not the latest stable version.
Why would you need to resize an XP partition on the fly anyhow?
