i don't use any bluetooth connections on my pc.
i found these installed in synaptic.
can i remove these safely from synaptic?

bluetooth
bluetooth-bluez
bluetooth-alga
bluetooth-cups

I question why you would bother. Is your system having difficulties coping with the installed applications which are there? If not, why not leave it as it is, and not be concerned.

To answer your question, though, it is probably quite OK to uninstall those applications, and even if something stops working, you can always re-install them, but again, unless you need to uninstall them for either disk space or performance reasons, it is probably best to leave them there. Unless, of course, you are like I am, and are always wondering "what if?"

yeah, i want to squeeze out as much performance as i can from my pc.
