Under Gnome 2.28 and Compiz, I just cannot get VSync working with my ATi 3870 on the FGLRX drivers. I've checked all the checkboxes I should've, but nothing.
Now while trying out Gnome Shell, it works fine by default! All the transitions are smooth and it looks great! Does anybody have some insight into this?
I've looked around, but all these new Gnome Shell files are in very unknown locations to me and there aren't any settings or ways to configure it so far.

Could it be that gnome shell uses the mutter window manager? I've seen other posts that mentioned improved video using mutter for certain graphics cards. BTW, I believe vsync only works using the opengl driver which is probably what mutter uses.

Using gnome shell your settings are under: your name->system preferences.
