I know that gnome uses, and is based on gtk, and that I can run gtk apps on other
DE's too, but do they use gtk natively? or do they have some other api?

I think XFCE uses GTK too. KDE uses QT, but you can run GTK apps anyway if you have the GTK libraries installed. Same thing goes the other way, and for most combinations, if you have the libs you can run it - but it may look alien.

gtk and gnome arn't mutually tied together, gtk is just a libary of functions that will draw nice things on your screen (buttons and text boxes and all that junk), as long as you have the gtk libarys on your computer, you can use gtk apps on your computer, even if its kde or the like.

In case there is any confusion, the "G" in GTK stands for GIMP. GTK is the "GIMP Toolkit," which was originally developed specifically for the one application "The GIMP" (the GNU Image Manipulation Program) but is now used widely.
