everytime i try to update i get the following:

Could not download all repository indexes

The repository may no longer be available or could not be contacted because of network problems. If available an older version of the failed index will be used. Otherwise the repository will be ignored. Check your network connection and ensure the repository address in the preferences is correct.

and therefore i am unable to perform many tasks.

this is a clean install of 9.10 on a brand new laptop

And if you change via software sources: settings: change the server to main server in ubuntu software tab?
If this doesn't help, post the results of
sudo apt-get update,
sudo apt-get upgrade

this is what i get now:

E: Could not open lock file /var/lib/apt/lists/lock - open (2: No such file or directory)
E: Unable to lock the list directory

do you have any other packagemanagers open? please them and try again via sudo apt-get etc
if not:
sudo rm -rf /var/lib/apt/lists/lock

sudo apt-get update
