Hello, as i was suprised that this feature is missing while so many people seem to look for it, iam trying to get this one written down pretty plain.
There was a solution for toggle or rotate through the workspaces if you where not using compiz.
Compiz off

Compiz on
But when you have compiz on normal or extra mode, you cant use it that way. You only will have one workspace for wmctrl, eventhough you might have more. The trick is to use the viewport, i described the solution here
