I always wondered, transcoding from mp3 to ogg is plain dumb since both are lossy. Is converting from say wmv to mp4 equally as dumb? Why or why not?

Depends on the video format of the input and output. For example if you have an original high quality wmv with 1280x528 and wants to make a decent copy for CD storage (700 Mb), then transcoding it to mp4 (h.264) with a lower resolution wouldn't be dumb at all. Besides, sometimes you don't have a choice, specially considering hardware restrictions (DVD player, Xbox, PS3...).

That being said, since they are both lossy, you shouldn't make multiple linear transcodings, which will inevitably result in quality loss.
