Update Manager not appearing

As the title says, for some reason the update manage isn't appearing on the taskbar when I have updates available.

I've set it so that it should notify me if updates are available, but nothing's happening =/.

Also, when I *do* download updates through it, I'm lucky if I can get more than a 10Kb/s download - yet everything else works fine.

Using 9.10.

Bump.

It's updating better now, but still not appearing in the notification area =/
